I think this free programme can convert 60i to 24P as well as convert 60i to 60P for slow-mo http://www.virtualdub.org/.
Virtual Dub can do all kinds of neat things, last I checked it worked outside your NLE but there are a ton of free cool plug-ins for it. There used to be a great cartoonizer plug-in.

Cineform Neo Scene does 60i to 24p. Works great with the HV20’s pulldown, although I haven’t tested it with 60i footage yet. Only works with HDV, AVCHD and mp4 files from Canon HD-DSLRs, so make sure you are compatible. Works with any NLE to my knowledge. List price is $129, but I bought the download from videoguys.com for $89.
Although if virtual dub can do it, that would be the way to go!
Unless the screen you view your movies on is capable of displaying 24 frames per second you are better off with 30p. Most screens work off of a 120volt 60 hertz outlest which is not capable of showing 24p properly.
Funny to me how people are giving their personal opinions of “24p is better” and still others say the opposite…
